Maricopa County is the only jurisdiction in the nation that collects finished ballots from the USPS Processing Distribution Center but does not return them to the election office or the center for tabulation.
Mail-in votes are collected by Maricopa County, who then delivers them to Phoenix-based print provider Runbeck Election Services.
Runbeck receives every single completed mail-in ballot, whether it is mailed or left at a polling location. All mail-in ballots that were received on election day and in the days prior are currently on hand at Runbeck HQ. Maricopa doesn’t know how many ballots they have because they are being printed by a different company.
Because Runbeck purportedly has “high-speed scanners,” Maricopa is said to employ them. In order to develop a digital representation of each envelope signature area, Runbeck scans the ballots in batches. The Maricopa Tabulation Center (MCTEC) receives this collection of images for the poll workers’ assessment. If any of those signatures don’t match, MCTEC alerts Runbeck. Runbeck sorts out the flawed envelopes before sending both sets of these to MCTEC, which is six miles away, in a van. The tabulation process is then launched by MCTEC after the envelopes are opened.
Until all “mail-in” ballot envelopes are scanned at Runbeck, this “batch” procedure is repeated. After every general election, this process takes 10–12 days, and Runbeck vehicles deliver ballot envelopes every day. These ballot envelopes are scanned by Runbeck using Bluecrest Vantage mail processing equipment. Forty to fifty thousand ballots may be processed every hour by this equipment. With the use of embedded, commercial-grade check cashing signature software from Parascript, these devices can also automatically scan the voter signatures. However, Maricopa is still evaluating signatures manually in sluggish “batch” operations.
Detroit recently acquired one of these $1.06 million Vantage machines in early 2022. Maricopa could buy two of these machines and handle 90,000 votes per hour internally. Maricopa is unable to bring all of this in-house because they keep renewing their contracts with Runbeck. And I believe there is a sinister reason behind that. Since Runbeck is a private company, there are no observers allowed inside. So who can tell us what really goes on inside that facility when there are no partisan observers to watch?

After that, the election is conducted behind closed doors with no partisan observers. Now you don’t have to be accused of being an election denier to ask questions about this. Up until about 5 minutes ago, we used to have free speech that would allow us to question the tactics that the Democrats use for this vote counting scheme they got going on.
Before it is altered by Maricopa election authorities, Runbeck Election Services has access to the majority of that state’s election data. Runbeck is aware of precisely how many individuals were included in the QVF that Maricopa provided. Runbeck is aware of how many ballots were printed, sent to whom and when, and how many were mailed. They precisely know how many ballot envelopes that were filled out and returned to their Phoenix headquarters. And whether these were sent by the USPS or by polling places. They are aware of how many ballot envelopes with completed signatures have been scanned and how many remain. They have high-resolution images of each Maricopa mail-in ballot’s envelope signature.
For the 2020 election, Maricopa has still not delivered all the chain of custody records from Runbeck and the USPS. AZ Senate President Karen Fann refused to allow Doug Logan to subpoena Runbeck for signature images or any other information when Cyber Ninjas conducted their 2021 Maricopa audit. Fann actively prevented anyone from even speaking to Runbeck. Runbeck has been exempt from all Maricopa election fraud investigations. Even Arizona AG Brnovich declined to speak with Runbeck employees.
