For 28 years, a policy from the Clinton era quietly funneled billions of taxpayer dollars to illegal immigrants. The excuse was “education access.” On July 24, 2025, President Trump finally shut it down.
But it was never about education. That part is important. It was a scheme. A backroom operation. The goal wasn’t schooling. The goal was to embed foreign operatives into the American system. It came from globalist architects. Obama kept it running. Biden made sure it stayed hidden. Soros-aligned nonprofits picked up the tab. It started with just one piece of paper. The 1997 “Dear Colleague Letter” from Clinton’s Department of Education. That letter misused the 1996 PRWORA law, or the “Personal Responsibility and Work Opportunity Reconciliation Act of 1996.” It allowed agencies to skip citizenship checks and send federal education money to non-citizens. It invented new terms. It created loopholes. It put illegal immigrants at the front of the line while veterans and working-class Americans were locked out.
Then Trump stepped in. His February 19, 2025, Executive Order stopped it.

The U.S. Department of Education today announced it will end taxpayer subsidization of illegal aliens in career, technical, and adult education programs. In an interpretive rule issued today, the Department rescinded a Dear Colleague letter from the Clinton Administration that enabled non-qualified illegal aliens to access federal public benefits in contravention of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA). The interpretive rule also ensures that postsecondary education programs authorized under the Higher Education Act (HEA), such as Pell Grants and student loans, continue to be inaccessible to illegal immigrants.

The order demanded a full forensic audit. It cut off funding to anyone here illegally. It made biometric checks mandatory for every agency. Whistleblowers confirmed the whole thing was rigged. Education departments collaborated with globalist NGOs to fake eligibility records, divert taxpayer funds, and quietly place foreign nationals inside critical areas of America’s technical workforce. That’s what they were doing. That’s what your tax money paid for.
On July 10, Trump’s Secretary of Education, Linda McMahon, finally pulled the plug. The Clinton letter was gone. Revoked. In its place, a new rule. The message is now crystal clear.“Only U.S. citizens and lawful residents may receive federal education support. No exceptions. No more backdoors. No more legal fiction.” This is no longer up for debate, interpretation, or manipulation. The loopholes are closed, and the games are over.
Schools that break the rule won’t get a warning. They won’t get a grace period. The warning isn’t vague. Schools that ignore this mandate will be stripped of federal funding without delay.
This wasn’t a minor paperwork issue. This was the main lifeline feeding the globalist push to infiltrate and reshape the country from within. These programs were designed to build sanctuary cities. They helped push “climate equity” grants. They created networks loyal to a global agenda. They pushed Americans into second place.
That entire scheme has been dismantled.
