Democratic Money Trouble Runs Deeper Than the DNC

By now, nearly everyone has heard about the Democratic National Committee’s money problems. What has not received nearly as much attention is the financial crisis spreading through the rest of the Democratic Party.

The media finally noticed the problem after vendors stopped receiving payments on time. The Wall Street Journal looked deeper and uncovered something far more damaging. This is not merely a DNC fundraising problem. Major Democratic donors appear to be closing their checkbooks, which could leave the party dangerously exposed before the midterm elections.

George Soros and his son Alex contributed more than $400,000 to the Democratic National Committee during the 2018 midterms. Campaign finance records show that their contributions exceeded $1 million during the 2022 midterm cycle. So far this year, neither has contributed anything to the DNC. Other major Democratic donors have made similar decisions. LinkedIn co-founder Reid Hoffman regularly supported the DNC for years, but he has not contributed to the committee during the current midterm cycle.

Ken Martin’s troubles at the DNC initially looked like political entertainment. The national media mostly ignored the story. That changed after reports surfaced that Martin wanted committee members to sign non-disclosure agreements (NDAs) before looking at the organization’s financial records.

The DNC’s fundraising collapse first appeared to be another example of poor leadership under Martin. Kamala Harris certainly did not make his job any easier. Her presidential campaign burned through $1.5 billion in just 107 days and still finished with a mountain of unpaid bills. Martin is now stuck trying to clean up that disaster, with little apparent help from Harris.

The early assumption was that Democratic donors had lost faith in Martin. Perhaps they were simply redirecting their money toward groups he could not run into the ground. That explanation would have been comforting for Democrats. It also appears to be false.

Donors are pulling away from large portions of the Democratic fundraising system. Martin may be part of the reason, but he is hardly the entire story. A much larger struggle is taking place between the party’s socialist wing and the traditional donors who once financed the Democratic establishment.

The DNC is not the only Democratic organization experiencing financial trouble. Republican committees and super-PACs currently lead their Democratic counterparts throughout the political fundraising system. A political party outside power in Washington often has difficulty raising money. Democrats are becoming increasingly worried that the current shortfall will damage their prospects this fall. Republican committees and PACs have accumulated far more money for television advertising and door-knocking operations. Some major donors remain angry about the way their contributions were used during the 2024 presidential campaign. Kamala Harris raised more than $1 billion in a short period but still lost after Democrats rushed through the process of making her their nominee. Other donors blame the growing divisions inside the Democratic coalition. Those conflicts include the war in Gaza, antisemitism in the United States and the increasing influence of Democratic socialists.

The fundraising totals reveal just how serious this rebellion has become. According to a Wall Street Journal graphic, the pro-Trump MAGA Inc super-PAC has built a $400 million war chest. It now has more money than either party’s official campaign committees.

Republican donors do not appear to be using MAGA Inc as an excuse to neglect the RNC or other GOP committees. Money is pouring into Republican organizations across the board. The National Republican Senatorial Committee holds $56 million, compared with $41 million for the Democratic Senatorial Campaign Committee. The Republican NRCC has $92.7 million available, while the DCCC has $79 million. The leading PAC supporting Senate Republicans possesses $239 million. Its Democratic counterpart has $126 million. The primary PAC supporting House Republicans holds $142 million, compared with $90 million for the Democratic organization.

A broke DNC would already be a major headache for Democrats. Unfortunately for them, the problem does not end at party headquarters.

The DNC and RNC maintain working relationships with their state committees. Money, staff and campaign resources move through those connections. Most congressional candidates cannot afford to construct a massive get-out-the-vote (GOTV) operation by themselves. State and local candidates usually have even fewer resources.

That is where the national parties become important. They develop organizing networks that candidates can use without having to create a complete political operation on their own. The system reduces campaign costs and makes it possible for smaller campaigns to function.

Republicans currently have a nine-figure cash advantage. That money gives the GOP an enormous organizational head start. It may also explain reports that Martin has asked DNC vendors to keep working through the election and wait until afterward to be paid.

National committees do not carry quite the influence they once did. Poorly designed campaign-reform laws imposed arbitrary limits on the amount of money donors could give directly to parties and candidates. The money naturally flowed somewhere else, which gave PACs and super-PACs far more power.

Today, the congressional campaign committees may influence elections more than the central party organizations. PACs and super-PACs could matter even more.

Democratic donors have not disappeared entirely. Instead of supporting the party’s broader political machinery, many are writing checks directly to selected candidates.

Texas provides the most striking example. James Talarico reportedly has $55 million on hand. Ken Paxton has only $4 million. Part of that massive gap can be traced to the ugly Republican primary. Some GOP donors remain upset with Paxton because he challenged John Cornyn. Republican leaders are reportedly hoping to end that feud before Labor Day.

Talarico is not exactly sitting comfortably. Black voters remain angry over his challenge to Jasmine Crockett, and repairing that relationship could consume almost half his money.

His enormous cash advantage may shrink before the general election even gets underway. Talarico could burn through tens of millions of dollars just to return Texas Democrats to where they stood under Colin Allred. That is not much of a victory. Allred lost to Ted Cruz by nearly ten points only two years ago.

Democratic money is also flooding into Senate contests in Georgia and Ohio. The party’s candidates are incumbents, although both are fighting serious challengers in Republican-leaning states.

Heavy spending in competitive Senate races is perfectly normal. Democrats have dumped huge amounts of money into Texas during several recent elections. The unusual part is what is happening elsewhere. In previous cycles, Democrats often maintained a financial edge within the national committees while also funding powerful PAC and super-PAC operations.

Republican Senate nominees could soon receive help from MAGA Inc and other cash-rich organizations. Their individual fundraising should improve once the primary season ends. After the nominees are chosen, they can legally begin raising money for the general election. Democratic incumbents have already enjoyed months to collect those contributions.

That means the current fundraising gaps could close faster than Democrats expect. Republican PAC spending might also make the differences between individual candidates much less significant.

Democratic donors can still change their minds before November. Time, however, is becoming a problem. Campaign money loses much of its value when it arrives after the important organizing and advertising decisions have already been made. If Democrats expect those dollars to matter, most of the money needs to arrive before Labor Day.

The party now has only a few weeks to settle its internal civil war. Even then, Democrats may squander precious money on questionable races in Texas, Michigan and Wisconsin before finally realizing how much trouble they are in.
